There is something that worked for me.
I noticed there is correlation between Windows Font Settings (the new Fluent UI) not showing the Fontbase activated fonts and Figma not having it.

Win+R and accessed services.msc . Found Windows Font Cache Service and restarted it. The fonts appeared in Windows Settings after reopening it.
Opened task manager and killed Figma and FigmaAgent. Opened Figma again. The fonts have been detected properly.
If restarting Font Cache service is not doing it for you, try disabling it.
